Biography
Uttara Purandare is a postdoctoral researcher at HEC Liege and Erasmus University Rotterdam. She is working with Professor Nathalie Crutzen (HEC Liege) and Professor Martin de Jong (Erasmus University Rotterdam) on better understanding the links between governance and inclusion in Smart Cities across the world. Uttara has a PhD in Public Policy jointly awarded by Monash University, Melbourne and IIT Bombay, Mumbai. Her thesis is titled Whose Smart Cities? Management Consultants, Governance, and Inclusion in India¿s Smart Cities Mission. Uttara¿s research has been on smart cities in India, focusing specifically on the role of non-state actors like consulting firms and technology firms in urban governance, and the impact of this on inclusion and the nature of the state. Moving forward, she is interested in understanding urban governance structures in other cities and regions, how cities approach questions of inclusion, interact with non-state actors, and use technology. Uttara has also worked with governments and academic institutions and has published in peer-reviewed journals as well as authored articles and policy reports.
